"Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves."

God Instituted and Established Government
There are seven institutions established by God for the welfare of mankind on earth. These institutions are designed to help men experience their individual potential, fulfill their function corporately while they gain insight and understanding of God’s revelation so together the human experience can achieve productivity in God’s plan for creation. These seven institutions and their purpose are:
1 Individual Volition - Genesis 1:16-17
Individual can respond to God's offer of salvation and be held responsible for their decisions in order to rewarded
2 Marriage - Genesis 2:24
Marriage is the foundation for the Family
3 Family - Genesis 4:1, 7:1
Family is the foundation for Society
4 Government - Genesis 9:5, 6
Government allows for the formation of society and maintains a peaceful culture for the advancement of Institutions #1-3
5 Nations - Genesis10, 11
Nations provide boundaries for societies and their governments so that the collapse of one sinful society does not result in universal judgment, but only the punishment or removal of one culture at a time. Avoids a "Noah's Flood" from reoccurring.
6 Israel - Genesis 12:2, 3
Preserve the truth of God's revelation in the earth
7 Church - Matthew 13; 16:18; Acts 2
Communicates to the kingdoms of the world the truth about God's eternal kingdom and the principles it maintains. And, to teach the way of eternal salvation through God's universal king, Jesus.
In today's text above, Romans 13:1-2, Paul explains that God has established Government as an institution for mankind. Christians are to honor the institution of government because government itself was created by God to maintain peace and justice on earth. Men are to hold each other accountable using this institution.
Governmental authorities are God's servants to establish order in our societies by punishing those who don't conform to a specific standard of conduct. It is the government's divine mandate to demand justice while ruling justly (1 Timothy 2:1, 2; Proverbs 29:4)
The only time is proper to rebel against a government is when the government becomes arrogant and begins to violate the purpose and function of one of the other six equally important institutions established by God. As seen in scripture, an arrogant government who exalts itself above God will face the wrath of God for having violated its purpose and for putting itself in the place of God. This explains Peter's response to the governmental leaders in Acts 4:19. Peter was not establishing a Christian precedent that we are to live in rebellion to the government nor are we to oppose government's God-given authority as Peter also writes in 1 Peter 2:13-14.

"Submit yourselves for the Lord’s sake to every authority instituted among men: whether to the king, as the supreme authority, or to governors, who are sent by him to punish those who do wrong and to commend those who do right." - 1 Peter 2:13-14
'Erets (Hb) - Land (Eng) - the Hebrew 'erets is translated "land," "earth," "country," "world," "inhabitants." The context of its use will determine the extent of its reference. If 'erets is used to identify a place such as when God called Abram to go to the 'erets that God would show him it is used in reference to " a land," or "a country."

The Healing at the Pool
5 Some time later, Jesus went up to Jerusalem for one of the Jewish festivals. 2 Now there is in Jerusalem near the Sheep Gate a pool, which in Aramaic is called Bethesda and which is surrounded by five covered colonnades. 3 Here a great number of disabled people used to lie—the blind, the lame, the paralyzed. [4] 5 One who was there had been an invalid for thirty-eight years. 6 When Jesus saw him lying there and learned that he had been in this condition for a long time, he asked him, “Do you want to get well?”
7 “Sir,” the invalid replied, “I have no one to help me into the pool when the water is stirred. While I am trying to get in, someone else goes down ahead of me.”
8 Then Jesus said to him, “Get up! Pick up your mat and walk.” 9 At once the man was cured; he picked up his mat and walked.
The day on which this took place was a Sabbath, 10 and so the Jewish leaders said to the man who had been healed, “It is the Sabbath; the law forbids you to carry your mat.”
11 But he replied, “The man who made me well said to me, ‘Pick up your mat and walk.’ ”
12 So they asked him, “Who is this fellow who told you to pick it up and walk?”
13 The man who was healed had no idea who it was, for Jesus had slipped away into the crowd that was there.
14 Later Jesus found him at the temple and said to him, “See, you are well again. Stop sinning or something worse may happen to you.” 15 The man went away and told the Jewish leaders that it was Jesus who had made him well.
The Authority of the Son
16 So, because Jesus was doing these things on the Sabbath, the Jewish leaders began to persecute him. 17 In his defense Jesus said to them, “My Father is always at his work to this very day, and I too am working.” 18 For this reason they tried all the more to kill him; not only was he breaking the Sabbath, but he was even calling God his own Father, making himself equal with God.
19 Jesus gave them this answer: “Very truly I tell you, the Son can do nothing by himself; he can do only what he sees his Father doing, because whatever the Father does the Son also does. 20 For the Father loves the Son and shows him all he does. Yes, and he will show him even greater works than these, so that you will be amazed. 21 For just as the Father raises the dead and gives them life, even so the Son gives life to whom he is pleased to give it. 22 Moreover, the Father judges no one, but has entrusted all judgment to the Son, 23 that all may honor the Son just as they honor the Father. Lawsuits Among Believers
6 If any of you has a dispute with another, do you dare to take it before the ungodly for judgment instead of before the Lord’s people? 2 Or do you not know that the Lord’s people will judge the world? And if you are to judge the world, are you not competent to judge trivial cases? 3 Do you not know that we will judge angels? How much more the things of this life! 4 Therefore, if you have disputes about such matters, do you ask for a ruling from those whose way of life is scorned in the church? 5 I say this to shame you. Is it possible that there is nobody among you wise enough to judge a dispute between believers? 6 But instead, one brother takes another to court—and this in front of unbelievers!
7 The very fact that you have lawsuits among you means you have been completely defeated already. Why not rather be wronged? Why not rather be cheated? 8 Instead, you yourselves cheat and do wrong, and you do this to your brothers and sisters. 9 Or do you not know that wrongdoers will not inherit the kingdom of God? Sexual Immorality

Shall I then take the members of Christ and unite them with a prostitute? Never! 16 Do you not know that he who unites himself with a prostitute is one with her in body? The Death of Lazarus
11 Now a man named Lazarus was sick. He was from Bethany, the village of Mary and her sister Martha. 2 (This Mary, whose brother Lazarus now lay sick, was the same one who poured perfume on the Lord and wiped his feet with her hair.) 3 So the sisters sent word to Jesus, “Lord, the one you love is sick.”
4 When he heard this, Jesus said, “This sickness will not end in death. No, it is for God’s glory so that God’s Son may be glorified through it.” 5 Now Jesus loved Martha and her sister and Lazarus. 6 So when he heard that Lazarus was sick, he stayed where he was two more days, 7 and then he said to his disciples, “Let us go back to Judea.”
8 “But Rabbi,” they said, “a short while ago the Jews there tried to stone you, and yet you are going back?”
9 Jesus answered, “Are there not twelve hours of daylight? Anyone who walks in the daytime will not stumble, for they see by this world’s light. 10 It is when a person walks at night that they stumble, for they have no light.”
11 After he had said this, he went on to tell them, “Our friend Lazarus has fallen asleep; but I am going there to wake him up.”
12 His disciples replied, “Lord, if he sleeps, he will get better.” 13 Jesus had been speaking of his death, but his disciples thought he meant natural sleep.
14 So then he told them plainly, “Lazarus is dead, 15 and for your sake I am glad I was not there, so that you may believe. But let us go to him.”
16 Then Thomas (also known as Didymus) said to the rest of the disciples, “Let us also go, that we may die with him.”
Jesus Comforts the Sisters of Lazarus
17 On his arrival, Jesus found that Lazarus had already been in the tomb for four days. 18 Now Bethany was less than two miles from Jerusalem, 19 and many Jews had come to Martha and Mary to comfort them in the loss of their brother. 20 When Martha heard that Jesus was coming, she went out to meet him, but Mary stayed at home.
21 “Lord,” Martha said to Jesus, “if you had been here, my brother would not have died. 22 But I know that even now God will give you whatever you ask.”
23 Jesus said to her, “Your brother will rise again.”
24 Martha answered, “I know he will rise again in the resurrection at the last day.”
25 Jesus said to her, “I am the resurrection and the life. The one who believes in me will live, even though they die; 26 and whoever lives by believing in me will never die. Do you believe this?”
27 “Yes, Lord,” she replied, “I believe that you are the Messiah, the Son of God, who is to come into the world.”
28 After she had said this, she went back and called her sister Mary aside. “The Teacher is here,” she said, “and is asking for you.” 29 When Mary heard this, she got up quickly and went to him. 30 Now Jesus had not yet entered the village, but was still at the place where Martha had met him. 31 When the Jews who had been with Mary in the house, comforting her, noticed how quickly she got up and went out, they followed her, supposing she was going to the tomb to mourn there.
32 When Mary reached the place where Jesus was and saw him, she fell at his feet and said, “Lord, if you had been here, my brother would not have died.”
33 When Jesus saw her weeping, and the Jews who had come along with her also weeping, he was deeply moved in spirit and troubled. 34 “Where have you laid him?” he asked.
“Come and see, Lord,” they replied.
35 Jesus wept.
36 Then the Jews said, “See how he loved him!”
37 But some of them said, “Could not he who opened the eyes of the blind man have kept this man from dying?”
Jesus Raises Lazarus From the Dead
38 Jesus, once more deeply moved, came to the tomb. It was a cave with a stone laid across the entrance. 39 “Take away the stone,” he said.
“But, Lord,” said Martha, the sister of the dead man, “by this time there is a bad odor, for he has been there four days.”
40 Then Jesus said, “Did I not tell you that if you believe, you will see the glory of God?”
41 So they took away the stone. Then Jesus looked up and said, “Father, I thank you that you have heard me. 42 I knew that you always hear me, but I said this for the benefit of the people standing here, that they may believe that you sent me.”
43 When he had said this, Jesus called in a loud voice, “Lazarus, come out!” 44 The dead man came out, his hands and feet wrapped with strips of linen, and a cloth around his face.
Jesus said to them, “Take off the grave clothes and let him go.”
The Plot to Kill Jesus
45 Therefore many of the Jews who had come to visit Mary, and had seen what Jesus did, believed in him. 46 But some of them went to the Pharisees and told them what Jesus had done. 47 Then the chief priests and the Pharisees called a meeting of the Sanhedrin.
“What are we accomplishing?” they asked. “Here is this man performing many signs. 48 If we let him go on like this, everyone will believe in him, and then the Romans will come and take away both our temple and our nation.”
49 Then one of them, named Caiaphas, who was high priest that year, spoke up, “You know nothing at all! 50 You do not realize that it is better for you that one man die for the people than that the whole nation perish.”
51 He did not say this on his own, but as high priest that year he prophesied that Jesus would die for the Jewish nation, 52 and not only for that nation but also for the scattered children of God, to bring them together and make them one. 53 So from that day on they plotted to take his life.
54 Therefore Jesus no longer moved about publicly among the people of Judea. Instead he withdrew to a region near the wilderness, to a village called Ephraim, where he stayed with his disciples.
55 When it was almost time for the Jewish Passover, many went up from the country to Jerusalem for their ceremonial cleansing before the Passover. 56 They kept looking for Jesus, and as they stood in the temple courts they asked one another, “What do you think? Isn’t he coming to the festival at all?” 57 But the chief priests and the Pharisees had given orders that anyone who found out where Jesus was should report it so that they might arrest him.

17 On his arrival, Jesus found that Lazarus had already been in the tomb for four days. 18 Now Bethany was less than two miles from Jerusalem, 19 and many Jews had come to Martha and Mary to comfort them in the loss of their brother. 20 When Martha heard that Jesus was coming, she went out to meet him, but Mary stayed at home.
21 “Lord,” Martha said to Jesus, “if you had been here, my brother would not have died. 22 But I know that even now God will give you whatever you ask.”
23 Jesus said to her, “Your brother will rise again.”
24 Martha answered, “I know he will rise again in the resurrection at the last day.”
25 Jesus said to her, “I am the resurrection and the life. The one who believes in me will live, even though they die; 26 and whoever lives by believing in me will never die. Do you believe this?”
27 “Yes, Lord,” she replied, “I believe that you are the Messiah, the Son of God, who is to come into the world.”
28 After she had said this, she went back and called her sister Mary aside. “The Teacher is here,” she said, “and is asking for you.” 29 When Mary heard this, she got up quickly and went to him. 30 Now Jesus had not yet entered the village, but was still at the place where Martha had met him. 31 When the Jews who had been with Mary in the house, comforting her, noticed how quickly she got up and went out, they followed her, supposing she was going to the tomb to mourn there.
32 When Mary reached the place where Jesus was and saw him, she fell at his feet and said, “Lord, if you had been here, my brother would not have died.”
33 When Jesus saw her weeping, and the Jews who had come along with her also weeping, he was deeply moved in spirit and troubled. 34 “Where have you laid him?” he asked.
“Come and see, Lord,” they replied.
35 Jesus wept.
36 Then the Jews said, “See how he loved him!”
37 But some of them said, “Could not he who opened the eyes of the blind man have kept this man from dying?”
Jesus Raises Lazarus From the Dead
38 Jesus, once more deeply moved, came to the tomb. It was a cave with a stone laid across the entrance. 39 “Take away the stone,” he said.
“But, Lord,” said Martha, the sister of the dead man, “by this time there is a bad odor, for he has been there four days.”
40 Then Jesus said, “Did I not tell you that if you believe, you will see the glory of God?”
41 So they took away the stone. Then Jesus looked up and said, “Father, I thank you that you have heard me. 42 I knew that you always hear me, but I said this for the benefit of the people standing here, that they may believe that you sent me.”
43 When he had said this, Jesus called in a loud voice, “Lazarus, come out!” 44 The dead man came out, his hands and feet wrapped with strips of linen, and a cloth around his face.
Jesus said to them, “Take off the grave clothes and let him go.”
The Plot to Kill Jesus
45 Therefore many of the Jews who had come to visit Mary, and had seen what Jesus did, believed in him. 46 But some of them went to the Pharisees and told them what Jesus had done. 47 Then the chief priests and the Pharisees called a meeting of the Sanhedrin.
“What are we accomplishing?” they asked. “Here is this man performing many signs. 48 If we let him go on like this, everyone will believe in him, and then the Romans will come and take away both our temple and our nation.”
49 Then one of them, named Caiaphas, who was high priest that year, spoke up, “You know nothing at all! 50 You do not realize that it is better for you that one man die for the people than that the whole nation perish.”
51 He did not say this on his own, but as high priest that year he prophesied that Jesus would die for the Jewish nation, 52 and not only for that nation but also for the scattered children of God, to bring them together and make them one. 53 So from that day on they plotted to take his life.
54 Therefore Jesus no longer moved about publicly among the people of Judea. Instead he withdrew to a region near the wilderness, to a village called Ephraim, where he stayed with his disciples.
55 When it was almost time for the Jewish Passover, many went up from the country to Jerusalem for their ceremonial cleansing before the Passover. 56 They kept looking for Jesus, and as they stood in the temple courts they asked one another, “What do you think? Isn’t he coming to the festival at all?” 57 But the chief priests and the Pharisees had given orders that anyone who found out where Jesus was should report it so that they might arrest him.
