The Twenty-four Thrones in Heaven
In chapter four the vision of these dramatic years on earth begins when John is called up to heaven into the throne room of God. God is encircled by twenty-four elders and the four cherubim.
The vision opens with the throne of God presumably in the heavenly temple encircled by rainbow of light and a series of beings. In Revelation 4:6-9 the four living creatures (also seen in Ezekiel 1:5-25) form the first encirclement. They are encircled by twenty-four thrones with twenty-four elders. In Revelation 5:11-13 we see in a larger circle of angelic hosts. There will be yet another group appear in chapter 7:9 of a great multitude of the redeemed from the earth before the throne.
The question that is asked is, “Who are these elders on the twenty-four thrones?” It is usually agreed the twenty-four thrones are seats of representatives of either an angelic or human group since the Old Testament (1 Chronicles 24:3-19) has a clear parallel of twenty-four divisions of Levitical priests who were represented by a single priest. But, who are the elders representing? There are three suggested answers: orders of angels, believers of all the ages (12 tribes from Israel plus 12 apostles), or representatives of the church.
Some clues are given in John's vision. First, their white clothes could be angelic or redeemed men. In 7:14 and 22:14 men are said to have washed their robes. Second, the word translated "crowns" is not diadem, a crown of a ruler with governmental authority bestowed on them, but stephanos, the crown of the victor which was awarded the winner in the Greek games. These "elders" have won a contest and received the award. Third, the "thrones" have already been part of the eschatological rewards promised to the churches by Jesus in 2:10, 3:5 and 3:21.
In addition these elders use golden incense bowls in 5:8 as priests representing the saints. And, in 7:11 the elders are clearly distinguished as a separate group than the angelic hosts.
At this point it would appear that these elders are human believers who have already gone through judgment and have received their reward and are serving as representative of the believers who are still on earth and those who are worshipping in heaven.
'Bara (Hb) - Create (Eng) - Bara is the Hebrew word that is used to communicate "create", but it is only used in reference to God's creative acts. Other words such as asah, yatsah and banah are used to refer to men's creative acts which are always shaping, constructing, molding or building with materials that already exist. Bara always has God as the subject. Bara is a creative act that often involves creating something out nothing. Bara is used 45 times and is used in:

4 Those who were standing near Paul said, “How dare you insult God’s high priest!”
5 Paul replied, “Brothers, I did not realize that he was the high priest; for it is written: ‘Do not speak evil about the ruler of your people.’”
6 Then Paul, knowing that some of them were Sadducees and the others Pharisees, called out in the Sanhedrin, “My brothers, I am a Pharisee, descended from Pharisees. I stand on trial because of the hope of the resurrection of the dead.” 7 When he said this, a dispute broke out between the Pharisees and the Sadducees, and the assembly was divided. 8 (The Sadducees say that there is no resurrection, and that there are neither angels nor spirits, but the Pharisees believe all these things.)
9 There was a great uproar, and some of the teachers of the law who were Pharisees stood up and argued vigorously. “We find nothing wrong with this man,” they said. “What if a spirit or an angel has spoken to him?” 10 The dispute became so violent that the commander was afraid Paul would be torn to pieces by them. He ordered the troops to go down and take him away from them by force and bring him into the barracks.
11 The following night the Lord stood near Paul and said, “Take courage! As you have testified about me in Jerusalem, so you must also testify in Rome.”
The Plot to Kill Paul
12 The next morning some Jews formed a conspiracy and bound themselves with an oath not to eat or drink until they had killed Paul. 13 More than forty men were involved in this plot. 14 They went to the chief priests and the elders and said, “We have taken a solemn oath not to eat anything until we have killed Paul. 15 Now then, you and the Sanhedrin petition the commander to bring him before you on the pretext of wanting more accurate information about his case. We are ready to kill him before he gets here.”
16 But when the son of Paul’s sister heard of this plot, he went into the barracks and told Paul.
17 Then Paul called one of the centurions and said, “Take this young man to the commander; he has something to tell him.” 18 So he took him to the commander.
The centurion said, “Paul, the prisoner, sent for me and asked me to bring this young man to you because he has something to tell you.”
19 The commander took the young man by the hand, drew him aside and asked, “What is it you want to tell me?”
20 He said: “Some Jews have agreed to ask you to bring Paul before the Sanhedrin tomorrow on the pretext of wanting more accurate information about him. 21 Don’t give in to them, because more than forty of them are waiting in ambush for him. They have taken an oath not to eat or drink until they have killed him. They are ready now, waiting for your consent to their request.”
22 The commander dismissed the young man with this warning: “Don’t tell anyone that you have reported this to me.”
Paul Transferred to Caesarea
23 Then he called two of his centurions and ordered them, “Get ready a detachment of two hundred soldiers, seventy horsemen and two hundred spearmen to go to Caesarea at nine tonight. 24 Provide horses for Paul so that he may be taken safely to Governor Felix.”
25 He wrote a letter as follows:

To His Excellency, Governor Felix:
Greetings.
27 This man was seized by the Jews and they were about to kill him, but I came with my troops and rescued him, for I had learned that he is a Roman citizen. 28 I wanted to know why they were accusing him, so I brought him to their Sanhedrin. 29 I found that the accusation had to do with questions about their law, but there was no charge against him that deserved death or imprisonment. 30 When I was informed of a plot to be carried out against the man, I sent him to you at once. I also ordered his accusers to present to you their case against him.
31 So the soldiers, carrying out their orders, took Paul with them during the night and brought him as far as Antipatris. 32 The next day they let the cavalry go on with him, while they returned to the barracks. 33 When the cavalry arrived in Caesarea, they delivered the letter to the governor and handed Paul over to him. 34 The governor read the letter and asked what province he was from. Learning that he was from Cilicia, 35 he said, “I will hear your case when your accusers get here.” Then he ordered that Paul be kept under guard in Herod’s palace.

To His Excellency, Governor Felix:
Greetings.
27 This man was seized by the Jews and they were about to kill him, but I came with my troops and rescued him, for I had learned that he is a Roman citizen. 28 I wanted to know why they were accusing him, so I brought him to their Sanhedrin. 29 I found that the accusation had to do with questions about their law, but there was no charge against him that deserved death or imprisonment. 30 When I was informed of a plot to be carried out against the man, I sent him to you at once. I also ordered his accusers to present to you their case against him.
31 So the soldiers, carrying out their orders, took Paul with them during the night and brought him as far as Antipatris. 32 The next day they let the cavalry go on with him, while they returned to the barracks. 33 When the cavalry arrived in Caesarea, they delivered the letter to the governor and handed Paul over to him. 34 The governor read the letter and asked what province he was from. Learning that he was from Cilicia, 35 he said, “I will hear your case when your accusers get here.” Then he ordered that Paul be kept under guard in Herod’s palace.

They were wearing white robes and were holding palm branches in their hands. 10 And they cried out in a loud voice:
“Salvation belongs to our God, who sits on the throne, and to the Lamb.”
11 All the angels were standing around the throne and around the elders and the four living creatures. They fell down on their faces before the throne and worshiped God, 12 saying:
“Amen! Praise and glory and wisdom and thanks and honor and power and strength be to our God for ever and ever. Amen!”
13 Then one of the elders asked me, “These in white robes—who are they, and where did they come from?”
14 I answered, “Sir, you know.”
And he said, “These are they who have come out of the great tribulation; they have washed their robes and made them white in the blood of the Lamb. 15 Therefore,
“they are before the throne of God and serve him day and night in his temple; and he who sits on the throne will shelter them with his presence.

Rather, join with me in suffering for the gospel, by the power of God. 9 He has saved us and called us to a holy life—not because of anything we have done but because of his own purpose and grace. But God’s word is not chained. 10 Therefore I endure everything for the sake of the elect, that they too may obtain the salvation that is in Christ Jesus, with eternal glory.

Dealing With False Teachers
14 Keep reminding God’s people of these things. Warn them before God against quarreling about words; it is of no value, and only ruins those who listen. 15 Do your best to present yourself to God as one approved, a worker who does not need to be ashamed and who correctly handles the word of truth. 16 Avoid godless chatter, because those who indulge in it will become more and more ungodly. 17 Their teaching will spread like gangrene. Among them are Hymenaeus and Philetus, 18 who have departed from the truth. They say that the resurrection has already taken place, and they destroy the faith of some. 19 Nevertheless, God’s solid foundation stands firm, sealed with this inscription: “The Lord knows those who are his,” and, “Everyone who confesses the name of the Lord must turn away from wickedness.”
20 In a large house there are articles not only of gold and silver, but also of wood and clay; some are for special purposes and some for common use. 21 Those who cleanse themselves from the latter will be instruments for special purposes, made holy, useful to the Master and prepared to do any good work.
22 Flee the evil desires of youth and pursue righteousness, faith, love and peace, along with those who call on the Lord out of a pure heart. 23 Don’t have anything to do with foolish and stupid arguments, because you know they produce quarrels. 24 And the Lord’s servant must not be quarrelsome but must be kind to everyone, able to teach, not resentful. 25 Opponents must be gently instructed, in the hope that God will grant them repentance leading them to a knowledge of the truth, 26 and that they will come to their senses and escape from the trap of the devil, who has taken them captive to do his will.
